Any citizen group that wishes to register a political party shall file a notice of intent with the Commission for such purposes. Once it is authorized to seek endorsements, the citizen group shall be entitled to request and obtain a copy of the General Voter Registry. This request shall be submitted to the Secretary, who shall process the same. The Commission shall establish, through regulations, the information to be contained in the copies that shall be distributed to citizen groups.
