Every political party, aspirant, candidate, citizen group, campaign committee, and political action committee that wishes to establish a propaganda distribution facility shall request an authorization from the Local Commission of the precinct where such a facility is to be located. Furthermore, such request shall include the name, street and mailing address, telephone numbers, and voter identification number of the person whom the requestor designates to be in charge of such facility. The requestor shall also be required to notify the Local Commission of any change regarding the person designated to be in charge of the facility or such person’s information. The notice of change shall be sent within five (5) days after such change is made.
