Every duly qualified voter may vote in any referendum, consultation, or plebiscite. The Commission shall include in the voter lists for the referendum, consultation, or plebiscite all those voters that appear in the General Voter Registry and who are eighteen (18) years of age or older on the date of the referendum, consultation, or plebiscite.\nHistory —June 1, 2011, No. 78, § 11.004.
