For the purposes of this chapter, the following terms shall have the meaning stated hereinbelow:(a) Trace amounts. — Means any phosphorus entity that is incidental in the manufacture or added to stabilize laundry detergent, which amount shall not exceed point five percent (0.5%) of phosphorus by weight, expressed as elemental phosphorus, or which is described in phrases such as 'phosphate-free' or 'phosphorus-free' on the label or packaging of a product.(b) Department. — Means the Department of Consumer Affairs of the Commonwealth of Puerto Rico.(c) Laundry detergent. — Means any soap or detergent product used to clean articles made of fabric.(d) Phosphate. — Means the compound consisting of phosphorus and oxygen.(e) Phosphorus. — Means the element phosphorus.(f) Person. — Means any individual, legal entity, groups organized under a name, partnership, and public and private corporations, including municipalities, agencies or instrumentalities of the Government of Puerto Rico.
