All permits to use said stamp or seal of guaranty, issued by the Puerto Rico Association, shall be registered in the office of the Puerto Rico Association and of the Department of State, and the Puerto Rico Association shall have power to cancel any of said permits should the same be utilized in violation of any of the conditions prescribed by the Puerto Rico Association, or should other improper use be made thereof, and such cancellation shall be likewise registered in the office of the Puerto Rico Association and of the Department of State.
