Any natural or [juridical] person violating any of the provisions of this chapter shall be guilty of a misdemeanor and upon conviction punished by a fine of not less than two hundred and fifty ($250) nor more than one thousand dollars ($1,000) for the first offense, or of not less than five hundred ($500) nor more than two thousand dollars ($2,000) in cases of recidivism.
