The Commercial Development Administrator is hereby empowered to issue certifications, at least every two (2) years, recognizing the bona fide status of voluntary chains and common programs of retailers who qualify for the purposes of § 274 of this title. The Commercial Development Administrator may charge fees for said certifications and the moneys collected on account thereof shall be set aside for the bolstering of its program addressed to the organization of these voluntary groups and common programs, and the [issuance] of certifications as bona fide groups.
