The Secretary of Agriculture is authorized, from time to time, to establish and promulgate standards for agricultural products in §§ 341—371 of this title defined, by which their quality or value may be judged or determined; Provided, That federal standards for grain, established under authority of the United States Grain Standards Act, shall be considered as the official standards for Puerto Rico under the provisions of §§ 341—371 of this title.
