Every warehouseman conducting a warehouse licensed under §§ 341—371 of this title, shall keep in a place of safety complete and correct records of all agricultural products stored therein and withdrawn therefrom, of all warehouse receipts issued by him, and of the receipts returned to and canceled by him, he shall make report to the Secretary of Agriculture concerning such warehouse and the condition, contents, operations, and business thereof, in such form and at such times as he may require, and shall conduct said warehouse in all other respects in compliance with §§ 341—371 of this title and the rules and regulations made hereunder.
