The Secretary of Agriculture is authorized to cause examinations to be made of any agricultural product stored in any warehouse licensed under §§ 341—371 of this title. Whenever, after opportunity for hearing is given to the warehouseman conducting such warehouse, it is determined that he is not performing fully the duties imposed on him by §§ 341—371 of this title and the rules and regulations made hereunder, the Secretary of Agriculture may publish his findings.
