The Secretary of Agriculture shall give preference to the establishment of bonded warehouses for coffee and tobacco in the corresponding zones. The said Secretary is also authorized, in his discretion, to employ all such persons who, without being regular employees of the Commonwealth of Puerto Rico, are necessary to render temporary assistance in the application of §§ 341—371 of this title, as well as to pay the salaries and expenses thereof chargeable to the funds hereby appropriated.
