No natural or juridical person shall manufacture, import, distribute, store, sell, or deliver diesel’s alternative fuel, known as biodiesel, or any biodiesel blended with diesel oil in Puerto Rico, unless such person has been previously authorized by the Energy Affairs Administration to carry out such activities. In the exercise of its power to authorize any natural or juridical person to manufacture, import, distribute, store, sell, or deliver in Puerto Rico the Energy Affairs Administration may require any information from such natural or juridical person and impose any condition it deems necessary.
