The Energy Affairs Administration is hereby empowered to provide through regulations for the variation of the required volumetric content of biodiesel in blends of biodiesel with diesel oil and all that pertains thereto. In the exercise of such power, the Energy Affairs Administration may establish more than one volumetric contents of biodiesel in blends with diesel oil manufactured, prepared, imported, distributed, stored, sold, and delivered in Puerto Rico.
