(a) Upon receipt of the license application, the Commissioner shall verify the same and may return it to the applicant if any of the following reasons, but not limited thereto, are evident on its face:(1) The application was not filed in its entirety pursuant to the provisions of this chapter or the regulations that may be promulgated thereunder, and(2) the application lacks sufficient information or documentation as required by this chapter or regulations.(b) If the Commissioner returns a license application, the amount paid on account of investigation and license fees shall be refunded to the applicant.
