The Secretary shall have authority from time to time to make, issue, amend, and rescind such rules and regulations and such orders as are necessary or appropriate to the exercise of the powers conferred upon the Secretary elsewhere in this chapter. Such rules and regulations shall have the force of law upon their approval by the Governor of Puerto Rico and as of the date of their publication in one (1) or more newspapers of general circulation in Puerto Rico and at no time shall they have retroactive effect.
