Any person who willfully violates any provision of this chapter (including the reports requirements under § 691y of this title) shall be guilty of a felony and punished by imprisonment for a fixed term of five (5) years. Such penalty may be reduced where there are mitigating circumstances up to one (1) year and increased when there are aggravating circumstances up to eight (8) years. No person shall be convicted of violations of any regulation or order if he/she proves that he/she had no actual knowledge of such regulation or order.
