The Commissioner shall, through regulations or administrative determination, conditionally or unconditionally, exempt any class of person, security or transaction, from any provision or provisions of this chapter or any regulation issued thereunder, to such extent and in such manner as he/she deems appropriate, if he/she believes that such exemption is necessary or appropriate in the public interest, and consistent with the protection of investors, the purposes of this title, and the declaration of public policy set forth in Section 2 of this Act. Every determination or action taken under the authority granted to the Commissioner under this section shall be public, in accordance with § 692i of this title.
