Merchandise or credit certificates may be issued payable in installments and exchangeable for goods and services with a cash sale price on a par with said certificates. Such certificates shall not be redeemable in cash, and shall be issued pursuant to a document executed by the parties, which shall constitute a retail installment obligation for the purposes of this chapter, and shall be the full binding agreement between the parties, and shall be subject to the provisions of §§ 741 and 758 of this title.
