The buyer of merchandise or credit certificates shall be entitled to return at any time all merchandise or credit certificates that have not been exchanged for goods and services, and the buyer shall then be credited for the full par value of said certificate up to the pro rata amount of the financing charges collected thereon, which shall be computed from the date of issue of the return merchandise certificates. It shall not be necessary to make any refund if the total amount of the certificate is less than one dollar ($1.00).
