(1) Every license shall contain the address at which the business is to be conducted, and the complete name of the person to whom issued. Such license shall be posted in a conspicuous place at the establishment of the licensee and shall be transferable.Whenever a licensee moves his business offices to another place he shall promptly give notice thereof to the Commissioner, who, at no charge, shall amend or endorse the existing license to indicate the change and date thereof, which amendment or endorsement shall constitute authorization to operate the business under such license at the new premises.
