(1) When a person who accepts payment through a credit card fails to satisfactorily resolve a dispute or claim of the bearer of the card regarding the goods or services paid for with said card, the bearer may file against the credit card issuer any claim (except a claim for damages) or defense related to the disputed transaction. The bearer may withhold the payment for up the total amount of the credit granted for the goods or services which gave rise to the claim and any [finance] charge imposed on said amount.(2) If according to the provisions of subsection (1) the bearer withholds payment of the amount of the credit granted for the transaction under dispute, the credit card issuer shall not report said sum as delinquent until the dispute has been resolved or a firm and final judgment has been issued regarding said dispute.
