(a) When the Commissioner, motu proprio or at the request of the Board, determines it is necessary to fix or revise the charges mentioned in this chapter, he/she shall remit to the Board a proposal for regulations. The Board shall consider the proposal for regulations and may accept, amend, complement or reject the same.(b) The regulations approved by the Board shall have force of law, subject to the procedures established by §§ 2101 et seq. of Title 3, known as the 'Uniform Administrative Procedures Act of the Commonwealth of Puerto Rico'.
