The Commissioner shall have power to:(1) Appoint, subject to the provisions of §§ 2001 et seq. of Title 7, the technical and office personnel necessary to carry out his functions.(2) To make, at the request of an interested party or motu proprio, investigations in connection with alleged violations of this chapter, as well as any other investigations necessary for an efficient administration thereof.(3) To require of the persons operating businesses who make installment sales or engage in the financing of contracts, to keep such records, files and forms and render such reports as the Commissioner may deem necessary to achieve the public policy and the purposes of this chapter.
