(a) The validity of regulations adopted under this chapter may be challenged pursuant to §§ 2101 et seq. of Title 3, known as the 'Uniform Administrative Procedures Act of the Commonwealth of Puerto Rico'.(b) The Board’s findings of fact, supported by substantial evidence in the record, shall be conclusive.(c) The party aggrieved by the decision of the Court of First Instance may file a petition for review in the Supreme Court of Puerto Rico within thirty (30) days next following notice of the decision. The Supreme Court may issue the writ of certiorari if it finds the petition worthy.(d) When the petition for judicial review authorized in this section is filed, the Commissioner shall transmit to the Court of First Instance the original records of the case within fifteen (15) days next following the date of the filing of the copy of the petition for review with the Commissioner.
