The Commissioner shall adopt such regulations as he deems necessary to ensure compliance with the provisions of this chapter. At least thirty (30) days before the approval of a regulation, the Commissioner shall remit a copy of the proposed regulation to each concessionaire requesting recommendations and suggestions, in writing, on its contents, which he may take under consideration when approving the regulation in its final form.The Commissioner shall send a copy of each regulation to the concessionaires once it has been filed in the Department of State as provided in §§ 2101 et seq. of Title 3, known as the 'Uniform Administrative Procedure Act'.
