Every person applying for a license to apply insecticides and/or economic poisons for profit in Puerto Rico, and who, in the opinion of the Secretary of Health meets the requirements of law, shall be issued a license for such purposes. The granting of the license shall authorize the holder thereof to operate such business. Once the license has been issued he shall be liable for any damages which might be caused by his employees in the performance of their work. He shall notify the Secretary of Health as to any change of name or address.Any [juridical] person, whether or not residing in Puerto Rico, shall be issued a license if and when his principal executive, who must be the person responsible for the business, has obtained a license under this chapter, and is, further, authorized to do business in Puerto Rico.
