The fees to be paid for obtaining a license pursuant to this chapter shall be five dollars ($5) for filing the application thereof, and fifteen dollars ($15) for the granting of the license. The fees hereby established shall be paid by means of internal revenue stamps. If the license is not granted, the stamps appertaining to the granting thereof shall be refunded to the applicant. Licenses shall expire after the lapse of one year after granted, and may be renewed upon payment of a renewal fee of ten dollars ($10) in internal revenue stamps and compliance with all other requirements established in this chapter.
