Any person who on the date of effectiveness of this act is engaged in the business of a collecting agency shall apply for a license within the thirty (30) days following the date in which this act takes effect. Within the term of 60 days from the date of effectiveness of this act such persons must satisfy all the requirements specified in this chapter to obtain the issuance of a license.
