Any decision of the Commissioner based on the law, or on any rule or regulation issued by the Commissioner hereunder, may be reviewed by certiorari filed by the injured party in the Court of First Instance, San Juan Part, within thirty (30) days on and from the date of notice of the decision of the Commissioner to the injured party.
