Noncompliance of an order of the court to enforce the provisions of this chapter shall be punishable as contempt of court and the person guilty of said violation shall be sentenced to pay a fine not less than one thousand dollars ($1,000) nor more than ten thousand dollars ($10,000) for each day elapsed without complying with the court’s order; Provided, That the provision of this section shall not be construed as a limitation of the powers inherent in the courts to enforce its orders.
