Any theater, [movie] theater, or any other place devoted to exhibitions of public shows shall, upon application for a license, declare the number of localities available and if after the issuance thereof, the capacity of the place devoted to such purpose has been increased, it shall be so declared to the municipality in which it is situate[d].
