Every company, corporation, association or individual furnishing gas, electricity or water for public consumption on the basis of measure shall provide the consumer with a meter, free of cost to the said consumer, and shall not put in use any meter unless it has been previously tested and found correct by the Bureau of Weights and Measures, in which office a complete register shall be kept of the original and subsequent tests made of each meter. If so desired, the company or person furnishing gas, electric current or water may appoint a representative to attend the test, for which purpose notice in writing shall be given by the Bureau of Weights and Measures as to the day and hour on which said test is to be made.Where the apparatus is found correct, the Bureau of Weights and Measures shall seal the same and no person shall remove or break the said seal without the authorization of the said Bureau.
