The Public Service Commission is hereby authorized to organize, under the jurisdiction of the Bureau of Weights and Measures, the inspection service required by §§ 155—163 of this title. It shall prescribe and promulgate such rules and regulations as in its judgment may be necessary for the execution of §§ 155—163 of this title. And it shall also establish reasonable specifications to which said instruments shall conform to secure the accuracy of all meters and appliances for measurement.
