It shall be incumbent on exchange and stock brokers:\n(1) To intervene exclusively in deals and transfers of all kinds of quotable public securities as defined in § 1115 of this title.\n(2) To intervene, in concurrence with commercial brokers, in all other exchange transactions and contracts.
