No department, agency, board, body, examining board, public corporation, commission, independent office, division, administration, bureau, authority, municipality or instrumentality of the Government of Puerto Rico, shall purchase or lease any equipment that may contain an electronic control with internal clock, unless the clause indicated in § 4002 of this title is set forth and appears in the purchase or lease contract.
