The Department of Consumer Affairs shall be entrusted with overseeing faithful compliance with this chapter and shall promulgate regulations to such purposes within a term of ninety (90) days after the approval of this act. This regulation shall include the penalties to be imposed on the issuer or business that fails to comply with the provisions of this chapter.
