The Secretary of the Treasury is hereby empowered to place the federal contributions received and those which may hereafter be received, at the disposal of the Secretary of Education and the Secretary of Transportation and Public Works, for the purposes expressed in § 5 of this title. Fifty percent (50%) of each contribution received or that may be received shall be used for the benefit of public schools and the remainder for the benefit of public roads. Such part of the funds devoted to construction and capital improvements, either of schools on roads, shall be kept in the books of the Secretary of the Treasury in an account separate from that of the part devoted to maintenance and repair.
