Outstanding bonds which have been refinanced pursuant to this chapter and the proceeds of which have been used for the purposes established in § 141e of this title shall not be deemed to be outstanding for the purposes of determining the debt limitation established in § 2 of Article VI of the Constitution of Puerto Rico, preceding Title 1.
