There is hereby authorized the issuance of duplicates of securities of the Commonwealth of Puerto Rico, of the municipalities of Puerto Rico, and of the dependencies, entities, public corporations, and political subdivisions of the Government of Puerto Rico, when the original securities have been lost, stolen, destroyed, disfigured, defaced or erased in whole or in part to such extent that they have been rendered void, their value has been altered or their negotiability affected.
