The notes issued under the provisions of §§ 63—63h of this title shall not be considered direct obligations of the Commonwealth of Puerto Rico for the payment of which the good faith, credit and taxing power of the Commonwealth of Puerto Rico are committed for the purpose of determining the debt limit established in § 2 of Article VI of the Constitution of the Commonwealth of Puerto Rico.
