Notwithstanding any otherwise applicable law, the petitioner and any entity organized or to be organized for the purpose of carrying out a final statement of allocation issued pursuant to § 113g of this title or a plan shall carry out the final statement of allocation or the plan and shall comply with all orders of the Court.
