The Secretary of the Treasury is hereby authorized to issue and sell, at a time or from time to time, upon resolution to this effect and with the approval of the Governor, Savings Bonds of the Commonwealth and to issue them under bond issues for capital improvements already authorized and not sold or that may be authorized in the future.
