The construction of public improvements authorized to be financed from the proceeds of the sale of the bonds issued under the provisions of this chapter shall be carried out in accordance with the plans approved by the Planning Board under the provisions of Act No. 213, approved May 12, 1942, as amended, and subject to subsequent approval by the Governor of Puerto Rico.
