This chapter has the purpose of declaring as the public policy of Puerto Rico, to give the highest priority to agriculture in all affairs of the government of Puerto Rico and its instrumentalities, political subdivisions, municipalities and public corporations, the elimination of duties, restrictions, costs, real and movable property taxes, excise and any other type of taxes or contributions on bona fide farmers and on the businesses of bona fide farmers, and the stimulus and economic progress of bona fide farmers as mechanisms to achieve the sustained growth of the sector.
