In the case of new farmers or agricultural entrepreneurs, who do not qualify for the bona fide farmer certificate, the Secretary of Agriculture with the approval of the Secretary of the Treasury, shall establish through regulations, the requirements and procedures to be followed of the benefits of this chapter.
