Puerto Rico Legal Code
No person, including but not limited to any local or municipal government agency or corporation, may issue or impose, whether by regulation, agreement, contract, order or resolution, an endorsement, permit or similar transaction requirement, zoning, qualification, ordinance, or any other legal or discretionary mechanism, any requirement, impairment or condition that has or may have the effect of thwarting the requirements, objectives or spirit of this chapter. Such requirements, impairments or conditions shall be deemed to be null unless the same are expressly and justifiably directed to protect human health and safety and are approved by the Evaluating Committee, or are expressly authorized in this chapter or a subsequent legislation. Notwithstanding the foregoing, none of the provisions of this chapter shall impair the powers conferred to the Authority under § 196(l) of Title 22, and the powers conferred to the Authority under such subsection shall apply to any cost associated with the purchase of sustainable renewable energy and alternative renewable energy, the purchase of RECs (including its environmental and social attributes) related to such energy, and including any other
