In addition to what is provided in § 10608 of this title, the Secretary of Housing may impose an administrative fine of not less than five thousand dollars ($5,000.00), nor more than one hundred thousand dollars, ($100,000.00) for each infraction, on any person who violates any of the provisions of this chapter or the regulations promulgated thereunder.
