This chapter and the program established herein constitute information of public interest. Therefore, the Department of Housing, the Department of Economic Development and Commerce, the Department of the Treasury, the Department of Consumer Affairs, the Housing Financing Authority, the Tourism Company, and any related public agencies, corporations, and instrumentalities are hereby authorized to educate and inform the people about this chapter, the programs and benefits thereunder, and to promote this program outside of Puerto Rico in order to attract purchasers and investors. It is vital and essential that the people be informed about all that pertains to the program established in this chapter and that this program be promoted outside of Puerto Rico in order to maximize its economic stimulus impact.
