The Secretary of the Treasury, the Economic Development Administration and the Puerto Rican Corporation for Public [Broadcasting], shall be bound to divulge among the citizenry the existence of this chapter, along with its regulations and procedures, to enjoy the exemptions and the benefits granted herein.
