Within ninety (90) days after this act takes effect, the Secretary shall, with the advice of the Executive Director and the Secretary of the Treasury, draft the regulations needed to enforce the provisions and purposes of this chapter. Said regulations shall also be subject to the provisions of §§ 2101 et seq. of Title 3, known as the 'Commonwealth of Puerto Rico Uniform Administrative Procedures Act'.
